NBA Lockout “Contact Fee” Too Harsh?

NBA commish, David Stern announcing that the owners would lockout on the players.

During the NBA Lockout, the NBA placed a rule that teams, coaches, and owners are not allowed to make contact with players, while the players are not allowed to use team facilities during this lockout. If any of these rules are broken, the NBA team that violates them will be fined $1 million. This number is harsh, but sets a point. Part of the reason the NBA went into a lockout, was some of  the owners saying they were not making a profit. In fact, 22 out of the 30 teams were not reporting a profitable season. So, the $1 million fine, well above the league minimum is a harsh, but good number because owners would obviously not want to lose more money.
